As I started reading your insightful and thought provoking post, my mind went to competing job applicants, whichever ones lose out can cry “negative externalities.” (This could even be applied to affirmative action policies, which may be one of the few cases where negative externalities can be proven to cause a harm.)I find this area of economic theory to be specious in most cases, especially when no actual physical harm can be proven beyond a strong correlation.
